Payoneer freezes funds for account reviews, compliance checks, reserve decisions, and marketplace-linked disputes. What most users miss is that Payoneer's escalation path depends on which licensed entity you're contracted with — and Payoneer publishes this itself.

Payoneer's regulated entities (published by Payoneer)

Payoneer Inc. is registered with FinCEN as a money services business (MSB registration 31000288349183) and holds state money transmitter licenses where required. Payoneer Europe Limited (reference C189473) is an e-money institution authorized by the Central Bank of Ireland, passported across the EEA. Payoneer Payment Services (UK) Limited (reference 966835) is an e-money institution authorized by the UK Financial Conduct Authority.

Where complaints go

Payoneer's published complaints procedure sets out internal escalation first, then: US residents are directed to their state regulators; UK customers can refer complaints to the Financial Ombudsman Service within six months of Payoneer's final response; EU (Ireland-entity) customers can go to the Financial Services and Pensions Ombudsman (FSPO) in Dublin. US users can also file with the CFPB, which accepts money-services complaints.
